Joint Industry Statement on State-run Producer Responsibility Organisations

A.I.S.E. has co-signed a joint industry statement questioning the increasing trend of state-run Producer Responsibility Organisations (PROs) across the EU.

Extended Producer Responsibility (EPR) already involves complex reporting requirements and is not harmonised yet. Allowing Member States the flexibility on running state-run PROs risks further undermining the preservation of the Single Market as well as worsening the administrative burdens.
Together with the signatories, A.I.S.E. urges EU legislators to adopt new measures by:

  • Prohibiting state-run PROs in the context of the upcoming Circular Economy Act
  • Ensuring no exemptions from the minimum requirements for PROs.

We also call on the European Commission to urgently address the Polish government regarding the national EPR legislation currently under discussion to prevent the creation of a state-run PRO in Poland.
