HPC Today – EU Detergents Regulation revision can foster innovation and competitiveness

In a recent article published on HPC Today (Issue 1/2025), Julie Janssis, Senior Scientific and Regulatory Affairs Manager, and Majlinda Cobaj, Senior Public Affairs Manager, explain how the European Union is on the brink of a major regulatory transformation that could reshape the future of the detergents industry. The ongoing revision of the Detergents Regulation (EC No 648/2004) is not just a legislative update but also a strategic move to align with the EU’s sustainability goals, digital transition and industrial competitiveness.

The revision process has now entered the trilogue phase, where interinstitutional negotiations are expected to finalise the new framework. This revision is particularly significant for A.I.S.E. and its members, as it addresses key industry concerns while opening doors for innovation.

The updated regulation aims to:

  • Promote sustainability by integrating biodegradability requirements and digital tools.
  • Simplify compliance for manufacturers, especially SMEs.
  • Support innovation by accommodating new product types like microbial cleaners.
  • Enhance transparency through the introduction of a Digital Product Passport (DPP).

The negotiations on the revision of the Detergents Regulation are anticipated to be concluded in the second quarter of 2025 and the new legislation entering into force by early 2026. A.I.S.E. and our members remain committed to continue the dialogue with the Council, Commission and European Parliament, and ensure that this revision will lead to a future-proof regulation that fosters innovation, boosts consumer safety and sustainability, whilst supporting a stronger internal market.
